ਚੰਡੀਗੜ੍ਹ, 13 ਜੁਲਾਈ 2021: ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਛੇਵੇਂ ਤਨਖ਼ਾਹ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸਿਫ਼ਾਰਸ਼ਾਂ ਨੂੰ ਮਨਜੂਰ ਕਰਦੇ ਹੋਏ ਮੁਲਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਵਧੀ ਹੋਈ ਤਨਖ਼ਾਹ ਅਤੇ ਪੈਨਸ਼ਨ ਦੇਣ ਦਾ ਐਲਾਨ ਕੈਪਟਨ ਸਰਕਾਰ ਦੀ ਫੋਕੀ ਲਿਫਾਫੇਬਾਜ਼ੀ ਅਤੇ ਜੁਮਲੇਬਾਜ਼ੀ ਹੈ। ਇਸ ਗੱਲ ਦਾ ਪ੍ਰਗਟਾਵਾ ਕਰਿਦਆਂ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ (ਸੰਯੁਕਤ) ਦੇ ਸੀਨੀਅਰ ਆਗੂ, ਵਿਧਾਇਕ ਅਤੇ ਸਾਬਕਾ ਵਿੱਤ ਮੰਤਰੀ ਸ: ਪਰਮਿੰਦਰ ਸਿੰਘ ਢੀਂਡਸਾ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਨੋਟੀਫਿਕੇਸ਼ਨ ਕੈਪਟਨ ਸਰਕਾਰ ਵੱਲੋਂ ਸਿਆਸੀ ਲਾਹਾ ਲੈਣ ਅਤੇ 2022 ਦੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਲਈ ਜ਼ਮੀਨ ਤਿਆਰ ਕਰਨ ਲਈ ਅੰਕੜਿਆਂ ਦਾ ਫੇਰ ਬਦਲ ਕਰਕੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਖੁਸ਼ ਕਰਨ ਲਈ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ ਜਦਕਿ ਅਸਲ ਵਿੱਚ ਇਹ ਮੁਲਾਜ਼ਮਾਂ ਨਾਲ ਧੋਖਾ ਹੈ।

ਅੱਜ ਪੰਜਾਬ ਭਵਨ ਵਿੱਚ ਪ੍ਰੈਸ ਮਿਲਣੀ ਦੌਰਾਨ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ ਸ: ਪਰਮਿੰਦਰ ਸਿੰਘ ਢੀਂਡਸਾ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ 259 ਫੀਸਦ ਵਾਧੇ ਦਾ ਐਲਾਨ ਕੀਤਾ ਸੀ। ਪਰ ਜੇਕਰ ਸਰਕਾਰ ਦੀ ਪਿਛਲੀ ਕਾਰਗੁਜ਼ਾਰੀ ਦੇ ਨਜ਼ਰ ਮਾਰੀਏ ਤਾਂ ਸਰਕਾਰ ਨੇ 1 ਜਨਵਰੀ 2016 ਤੋਂ ਲੈਕੇ 30 ਜੂਨ 2021 ਤੱਕ ਦਾ ਹਾਲੇ ਤੱਕ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆਂ ਬਕਾਇਆ ਤਨਖ਼ਾਹਾਂ ਅਤੇ ਡੀ.ਏ ਦੇਣ ਬਾਰੇ ਚੁੱਪ ਸਾਧੀ ਹੋਈ ਹੈ।

ਇਸਤੋਂ ਇਲਾਵਾ ਨਵੀਂ ਤਨਖ਼ਾਹ ਕਮਿਸ਼ਨ ਦੀਆਂ ਸਿਫਾਰਸ਼ਾਂ ਅਨੁਸਾਰ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ 1 ਜਨਵਰੀ 2016 ਤੋਂ 30 ਜੂਨ 2021 ਤੱਕ ਦੇ ਬਣਦੇ ਏਰੀਅਰ ਬਾਰੇ ਅਤੇ ਬਕਾਇਆ ਰਹਿੰਦੇ ਮਹਿੰਗਾਈ ਭੱਤੇ ਬਾਰੇ ਵੀ ਸਰਕਾਰ ਬਿਲਕੂਲ ਚੁੱਪ ਹੈ। ਸ: ਢੀਂਡਸਾ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਹਾਲੇ ਤੱਕ ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਨਹੀ ਕੀਤਾ ਗਿਆ ਕਿ ਜੁਲਾਈ 2021 ਤੋਂ ਵਧੇ ਹੋਏ ਸਕੇਲਾਂ ਅਨੁਸਾਰ ਜੋ ਤਨਖ਼ਾਹ ਦਿੱਤੀ ਜਾਣੀ ਹੈ ਉਹ ਕਿਨੇ ਫੀਸਦੀ ਡੀ.ਏ ਨਾਲ ਦਿੱਤੀ ਜਾਵੇਗੀ।

ਸਾਬਕਾ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਨਵੀਂ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮੁਤਾਬਕ ਸਰਕਾਰ ਨੂੰ ਸੂਬੇ ਦੇ ਕਰੀਬ 5 ਲੱਖ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਦੇਣ ਲਈ 25 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਚਾਹੀਦੇ ਹਨ ਜਦਕਿ ਵਿੱਤ ਮੰਤਰੀ ਵੱਲੋਂ ਸਾਲ 2021-22 ਦੇ ਬਜਟ ਵਿੱਚ ਸਿਰਫ਼ 8 ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪਏ ਦਾ ਉਪਬੰਦ ਕੀਤਾ ਗਿਆ ਹੈ।

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਬਜਟ ਸਪੀਚ ਵਿੱਚ ਸਾਰੇ ਬਕਾਏ ਅਕਤੂਬਰ 2021 ਤੋਂ ਜਨਵਰੀ 2022 ਦੇ ਦਰਮਿਆਨ ਦੇਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਸੀ ਪਰ ਉਸ ਦਾ ਵੀ ਇਸ ਨੋਟਿਫਿਕੇਸ਼ਨ ਵਿੱਚ ਕੋਈ ਜਿ਼ਕਰ ਨਹੀ ਕੀਤਾ ਗਿਆ ਹੈ।

ਇਸਤੋਂ ਇਲਾਵਾ ਸ: ਪਰਮਿੰਦਰ ਸਿੰਘ ਢੀਂਡਸਾ ਨੇ ਪੰਜਾਬ ਦੇ ਐਮ.ਐਲ.ਏ ਅਤੇ ਮੰਤਰੀਆਂ ਦੀ ਤਨਖ਼ਾਹਾਂ, ਭੱਤੇ ਅਤੇ ਪੈਨਸ਼ਨਾਂ ਫਿਕਸ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਉਨ੍ਹਾਂ ਤੋਂ ਵਾਪਿਸ ਲੈਕੇ ਇਸ ਸਬੰਧੀ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਇੱਕ ਕਮਿਸ਼ਨ ਸਥਾਪਿਤ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।

ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਛੇਵੇਂ ਤਨਖਾਹ਼ ਸਿਫਾਰਿਸ਼ਾਂ ਵਿੱਚ ਮੌਜੂਦਾ ਹਾਉਸ ਰੈਂਟ ਐਲਾਉਂਸ ਅਤੇ ਪੇਂਡੂ ਭੱਤੇ ਦੀ ਦਰ ਨੂੰ ਘਟਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਜੋਕਿ ਵਾਜਬ ਨਹੀ ਹੈ। ਇਸਤੋਂ ਇਲਾਵਾ ਡਾਕਟਰਾਂ ਜੋਕਿ ਮੌਜੂਦਾ ਚੱਲ ਰਹੀ ਕੋਰੋਨਾ ਮਾਹਾਂਮਾਰੀ ਆਪਣੀ ਜਾਨ ਜੋਖ਼ਮ ਵਿੱਚ ਪਾ ਕੇ ਆਪਣੀਆਂ ਸੇਵਾਵਾਂ ਨਿਭਾ ਰਹੇ ਹਨ, ਉਨ੍ਹਾਂ ਦਾ ਐਨਪੀਏ ਜੋਕਿ ਪਹਿਲਾਂ ਹਰ ਪੱਖੋਂ ਤਨਖ਼ਾਹ ਦਾ ਹਿੱਸਾ ਹੁੰਦਾ ਸੀ ਇਸ ਨੂੰ ਇਸਤੋਂ ਵੱਖ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸ ਨੂੰ ਹੁਣ ਸਿਰਫ਼ ਭੱਤੇ ਵਜੋਂ ਰਹਿਣ ਦਿੱਤਾ ਗਿਆ ਹੈ।

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੇਵਲ ਝੂਠੇ ਅੰਕੜਿਆਂ ਨਾਲ ਹੀ ਸਰਕਾਰ ਵੱਲੋਂ ਮੁਲਾਜ਼ਮਾਂ ਦੇ ਢਿੱਡ ਭਰਨ ਦੀ ਕੋਸਿ਼ਸ਼ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਜ਼ਮੀਨੀ ਹਕੀਕਤ ਇਹ ਹੈ ਕਿ ਕਾਂਗਰਸ ਸਰਕਾਰ ਵੱਲੋਂ ਬੀਤੇ ਸਾਲਾਂ ਵਿੱਚ ਪੇਸ਼ ਕੀਤੇ ਬਜਟਾਂ ਦੌਰਾਨ ਜੇਕਰ ਬਿਹਤਰ ਯੋਜਨਾਵਾਂ ਉਲੀਕੀਆਂ ਜਾਂਦੀਆਂ ਤਾਂ ਅਜੋਕੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕਰਕੇ ਅੰਕੜਿਆਂ ਦਾ ਖੇਡ ਖੇਡਣ ਦੀ ਜ਼ਰੂਰਤ ਨਾ ਪੈਂਦੀ। ਸ: ਢੀਂਡਸਾ ਨੇ ਕਿਹਾ ਕਿ ਵਰਤਮਾਨ ਸਰਕਾਰ ਦਾ ਕੰਮ ਸੂਬੇ ਦੇ ਮੁਲਾਜ਼ਮਾਂ ਸਮੇਤ ਆਮ ਲੋਕਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰਨਾ ਬਣ ਚੁੱਕਾ ਹੈ। ਅੱਜ ਹੋਈ ਪ੍ਰੈਸ ਕਾਨਫ਼ਰੰਸ ਵਿੱਚ ਪਾਰਟੀ ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਸ: ਹਰਸੁਖਇੰਦਰ ਸਿੰਘ (ਬੱਬੀ ਬਾਦਲ) ਸ: ਹਰਜਿੰਦਰ ਸਿੰਘ ਬੋਬੀ ਗਰਚਾ, ਸ਼੍ਰੀ ਰਿਸ਼ੀਪਾਲ ਗੁਲਾੜੀ ਅਤੇ ਓਐਸਡੀ ਸ: ਜਸਵਿੰਦਰ ਸਿੰਘ ਮੌਜੂਦ ਸਨ।

Chandigarh, July 13, 2021: Punjab Government’s acceptance of the recommendations of the Sixth Pay Commission and the announcement to increase salaries and pensions to pensioners is no less than a hoax and conspiracy of the Captain’s Government.

Disclosing this here today senior leader of Shiromani Akali Dal (Sanyukt), MLA and former Finance Minister, Mr. Parminder Singh Dhindsa said that  the state government’s decision to implement the Sixth Pay commission’s notification is just to attain political gain and to prepare their political ground for the upcoming Assembly elections 2022. The notification has been issued by manipulating the statistics just to please the employees, while the actually the Captain Government is betraying the employees.

Addressing the press at Punjab Bhawan here today, Mr. Parminder Singh Dhindsa said that the Punjab Government had announced a 259 percent increase for the employees. But if we look at the past performance of the government, the government has so far remained silent on the payment of arrears of salaries and DA to the employees from January 1, 2016 to June 30, 2021.

“In addition, the government is completely silent on the arrears to be given to the employees from January 1, 2016 to June 30, 2021, and the arrears of Dearness Allowance (DA) as per the recommendations of the new pay Commission. The government has not yet clarified the salary alongwith the percentage of DA that is to be paid to the employees as per the increased scales from July 2021,” said Mr. Dhindsa.

The former Finance Minister said that as per the new notification, the government needs Rs. 25,000 crore to provide around 5 lakh employees in the state whereas the Finance Minister has provided only Rs 8,000 crore in the budget for the year 2021-22.

“The Finance Minister had promised in his budget speech to clear all arrears from October 2021 to January 2022 but no mention of this has been made in the notification issued by the Punjab government” said Mr. Dhindsa.

Mr. Parminder Singh Dhindsa further demanded that the Punjab Government should immediately take back right to fix the salaries, allowances and pensions of the MLAs and Ministers and a Commission should be set up in this regard.

He said that the Punjab Government has reduced the existing rates of House Rent Allowance and Rural Allowance in the Sixth Salary Recommendations, which is not reasonable. In addition, the NPAs of doctors who are currently risking their lives during the ongoing COVID-19 Pandemic, which used to be part of their salaries in all respects, have been excluded.  It is now made as an allowance only.

Only with false statistics, the government is trying to lure the employees.  The ground reality is that if better plans had been drawn up in the budget presented by the Congress government in previous years, there would have been no need to manipulate statistics by issuing such notification. It seems that the task of the Captain Government is just to mislead the people including the employees of the state”, said Mr. Dhindsa. on this occasion senior party leader s.
