- Transport department authorizes 3,000 entrepreneurs for ‘Common Service Centers’ after allowing 500 Sewa Kendras for registration of vehicles and driving licences
Chandigarh, January 13:
In a bid to ensure transparency and make transport services more easily available in the state, The Punjab Transport Department has initiated digital pathways for registration of vehicles and driving licences. Now, all the transport department services are just a click away and people can avail these services through “Vahan and Sarathi” web applications 24×7 while sitting at their homes. These services can also be availed through the websites www.parivahan.gov.in and www.punjabtransport.org., said the Transport Minister Ms. Razia Sultana, while presiding over a high-level meeting of the senior officials.
The Minister said that the transport department has allowed the vehicle registration and driving license services through over 500 Sewa Kendras across the state to facilitate those people who are not well-versed with online working. “The persons availing the services will have to pay just Rs.50 per application. Apart from the Sewa Kendras, the transport department has also authorized more than 3000 village level entrepreneurs to run ‘Common Service Centers’, where people can avail the services by paying just Rs.30 per application. Now, the citizens-centric service centres have been increased to more than 3500 as compared to 98 offices of the earlier”, she added.
Every year as many as 75 lakh persons visit the STC field offices, said Ms. Razia Sultana, adding that with the initiation of online services for registration of vehicles and driving license, foot-fall will definitely decrease as the people will be enabled to avail government services online in a transparent manner. It would also increase the efficacy of the department. This new system would abolish the manual file submitting system in all the offices of the transport department.

ਪੰਜਾਬ ਵਿਚ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਕਰਾਉਣੀ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣੇ ਹੁਣ ਹੋਰ ਜ਼ਿਆਦਾ ਸੌਖੇ ਹੋ ਗਏ ਹਨ। ਇਸ ਬਾਬਤ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਟਰਾਂਸਪੋਰਟ ਮੰਤਰੀ ਰਜ਼ੀਆ ਸੁਲਤਾਨਾ ਨੇ ਦੱਸਿਆ ਕਿ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਵਿਚ ਜ਼ਿਆਦਾਤਰ ਸੇਵਾਵਾਂ ਡਿਜੀਟਲ ਕਰ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ ਅਤੇ ਲੋਕ ਘਰ ਬੈਠੇ ਹੀ ਇਨ੍ਹਾਂ ਸੇਵਾਵਾਂ ਨੂੰ ਪ੍ਰਾਪਤ ਕਰ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਸਬੰਧੀ ਦਰਖਾਸਤਾਂ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਦੇ ਚਾਹਵਾਨ ਘਰ ਬੈਠੇ ਹੀ `ਵਾਹਨ ਅਤੇ ਸਾਰਥੀ` ਵੈੱਬ ਐਪਲੀਕੇਸ਼ਨਾਂ ਰਾਹੀਂ ਆਨਲਾਈਨ ਅਪਲਾਈ ਕਰ ਸਕਦੇ ਹਨ। ਇਹ ਸੇਵਾਵਾਂ www.parivahan.gov.in ਅਤੇ www.punjabtransport.org ਵੈੱਬਸਾਈਟ ਰਾਹੀਂ ਵੀ ਪ੍ਰਾਪਤ ਕੀਤੀਆਂ ਜਾ ਸਕਦੀਆਂ ਹਨ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਿਹੜੇ ਵਿਅਕਤੀ ਇੰਟਰਨੈੱਟ ਦੀ ਵਰਤੋਂ ਕਰਨਾ ਨਹੀਂ ਜਾਣਦੇ ਜਾਂ ਜਿਨ੍ਹਾਂ ਕੋਲ ਕੰਪਿਊਟਰ ਨਹੀਂ ਹੈ ਉਨ੍ਹਾਂ ਲਈ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਨੇ ਇਹ ਸੁਵਿਧਾ ਸੇਵਾ ਕੇਂਦਰਾਂ ਰਾਹੀਂ ਦੇਣੀ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ। ਸੂਬੇ ਭਰ ਵਿਚ 500 ਤੋਂ ਜ਼ਿਆਦਾ ਸੇਵਾ ਕੇਂਦਰਾਂ ਰਾਹੀਂ ਕਿਸੇ ਵੀ ਕੰਮਕਾਰ ਵਾਲੇ ਦਿਨ ਪ੍ਰਤੀ ਦਰਖਾਸਤ ਸਿਰਫ 50 ਰੁਪਏ ਦੀ ਅਦਾਇਗੀ ਕਰਕੇ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਲਈ ਅਪਲਾਈ ਕਰਨ ਦੀ ਸੇਵਾ ਪ੍ਰਾਪਤ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਸੇਵਾ ਕੇਂਦਰਾਂ ਤੋਂ ਇਲਾਵਾ ਪਿੰਡਾਂ ਵਿਚ 3 ਹਜ਼ਾਰ ਤੋਂ ਜ਼ਿਆਦਾ ਅਜਿਹੇ `ਸਾਂਝੇ ਸੇਵਾ ਕੇਂਦਰਾਂ` ਰਾਹੀਂ ਵੀ ਪ੍ਰਤੀ ਦਰਖਾਸਤ 30 ਰੁਪਏ ਦੀ ਅਦਾਇਗੀ ਕਰਕੇ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਲਈ ਦਰਖਾਸਤ ਅਪਲਾਈ ਕਰਨ ਦੀ ਸੇਵਾ ਲਈ ਜਾ ਸਕਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਵੱਲੋਂ ਲਏ ਇਸ ਫੈਸਲੇ ਨਾਲ ਇਹ ਦੋਵੇਂ ਅਹਿਮ ਸੇਵਾਵਾਂ ਲੈਣੀਆਂ ਜ਼ਿਆਦਾ ਸੌਖੀਆਂ ਅਤੇ ਖੱਜਲ-ਖੁਆਰੀ ਰਹਿਤ ਹੋ ਗਈਆਂ ਹਨ।
ਟਰਾਂਸਪੋਰਟ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਰਾਜ ਟਰਾਂਸਪੋਰਟ ਕਮਿਸ਼ਨਰ ਨਾਲ ਜੁੜੇ ਪੰਜਾਬ ਭਰ ਦੇ ਸਾਰੇ ਫੀਲਡ ਦਫਤਰਾਂ ਵਿਚ ਹਰ ਸਾਲ 75 ਲੱਖ ਤੋਂ ਜ਼ਿਆਦਾ ਲੋਕਾਂ ਦਾ ਆਉਣਾ-ਜਾਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 500 ਤੋਂ ਜ਼ਿਆਦਾ ਸੇਵਾ ਕੇਂਦਰਾਂ ਅਤੇ 3 ਹਜ਼ਾਰ ਤੋਂ ਜ਼ਿਆਦਾ `ਸਾਂਝੇ ਸੇਵਾ ਕੇਂਦਰਾਂ` ਰਾਹੀਂ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਲਈ ਦਰਖਾਸਤਾਂ ਆਨਲਾਈਨ ਅਪਲਾਈ ਕਰਨ ਦੀ ਸੇਵਾ ਸ਼ੁਰੂ ਹੋ ਜਾਣ ਨਾਲ ਵਿਭਾਗ ਦੇ ਕੰਮਕਾਜ ਵਿਚ ਪਾਰਦਰਸ਼ਤਾ ਤੇ ਤੇਜ਼ੀ ਆਵੇਗੀ ਅਤੇ ਲੋਕਾਂ ਦੇ ਦਫਤਰਾਂ ਵਿਚ ਗੇੜੇ ਨਹੀਂ ਲੱਗਣਗੇ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਸਿਰਫ 98 ਦਫਤਰਾਂ ਰਾਹੀਂ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਕਰਾਉਣ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਦੀ ਦਰਖਾਸਤ ਦੇਣ ਦਾ ਪ੍ਰਬੰਧ ਸੀ ਜੋ ਕਿ ਹੁਣ ਵੱਧ ਕੇ 3500 ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ ਹੋ ਗਏ ਹਨ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਿੰਡਾਂ ਵਿਚਲੇ `ਸਾਂਝੇ ਸੇਵਾ ਕੇਂਦਰਾਂ` ਨੂੰ ਉਪਰੋਕਤ ਕੰਮ ਲਈ ਅਧਿਕਾਰਤ ਕਰਨ ਨਾਲ ਜਿੱਥੇ ਇਹ ਕੇਂਦਰ ਚਲਾਉਣ ਵਾਲੇ ਨੌਜਵਾਨਾਂ ਦੀ ਆਮਦਨ ਵਿਚ ਵਾਧਾ ਹੋਵੇਗਾ ਉੱਥੇ ਹੀ ਲੋਕ ਆਪਣੇ ਘਰ ਨਜ਼ਦੀਕ ਹੀ ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਦੀਆਂ ਸੇਵਾਵਾਂ ਬਿਨਾਂ ਕਿਸੇ ਖੱਜਲ-ਖੁਆਰੀ ਅਤੇ ਵਿਚੋਲਿਆਂ ਰਹਿਤ ਪ੍ਰਾਪਤ ਕਰ ਸਕਣਗੇ।
ਕਾਬਿਲੇਗੌਰ ਹੈ ਕਿ ਇਹ ਕੇਂਦਰ ਦਰਖਾਸਤਕਰਤਾ ਲਈ ਆਨਲਾਈਨ ਫਾਰਮ ਭਰਨ, ਜ਼ਰੂਰੀ ਦਸਤਾਵੇਜ ਅੱਪਲੋਡ ਕਰਨ, ਆਨਲਾਈਨ ਫੀਸ ਦੀ ਅਦਾਇਗੀ ਆਦਿ ਵਰਗੀਆਂ ਸੇਵਾਵਾਂ ਮੁਹੱਈਆ ਕਰਵਾਉਣਗੇ। ਟਰਾਂਸਪੋਰਟ ਵਿਭਾਗ ਦੇ ਕਿਸੇ ਵੀ ਦਫਤਰ ਵਿਚ ਦਸਤੀ ਫਾਈਲਾਂ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਦੀ ਵਿਵਸਥਾ ਖਤਮ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ। ਦਰਖਾਸਤਾਂ ਆਨਲਾਈਨ ਹੀ ਜਮ੍ਹਾਂ ਹੁੰਦੀਆਂ ਹਨ। ਦਰਖਾਸਤ ਆਨਲਾਈਨ ਅੱਪਲੋਡ ਹੋ ਜਾਣ ਤੋਂ ਬਾਅਦ ਦਰਖਾਸਤਕਰਤਾ ਦੇ ਮੋਬਾਇਲ `ਤੇ ਇਸ ਬਾਬਤ ਮੈਸੇਜ ਵੀ ਆ ਜਾਵੇਗਾ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਸੇਵਾ ਕੇਂਦਰ ਅਤੇ ਸਾਂਝੇ ਸੇਵਾ ਕੇਂਦਰ ਵਾਹਨਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਅਤੇ ਡਰਾਇਵਿੰਗ ਲਾਇਸੰਸ ਬਣਾਉਣ ਲਈ ਸਿਰਫ ਦਰਖਾਸਤ ਅਪਲਾਈ ਕਰਨਗੇ ਜਦਕਿ ਇਨ੍ਹਾਂ ਨੂੰ ਜਾਰੀ ਸਬੰਧਤ ਸਰਕਾਰੀ ਅਥਾਰਟੀ ਵੱਲੋਂ ਹੀ ਕੀਤਾ ਜਾਵੇਗਾ।
